BITS Pilani is best for civil because they provide good quality of civil faculty members as well as good course curriculum.

BITS Pilani is the main campus and I have seen students are provided with good knowledge there. Can not comment for Hyderabad as I have not gone there.

Both the campuses of BITS Pilani are at par for civil engineering. But, Pilani Campus, being the main and oldest campus of all the BITS institutions, is certainly having an advantage over the rest in terms of Pedagogy, Placements, and exposure. Plus, the campus life of Pilani Campus is unmatchable from any other campus. I would suggest you to decide after considering all the parameters.
