    Hi,
According to the placements and infrastructure both stand at the same position.
But still the first one is better due to healthy environment. A peaceful decorum is necessary for personality development which is necessary with a good degree.
    So go for it.

The branch always depends on your interest. If you're looking at colleges, NITT is better than MNIT. ECE in NITT has good placement records and people who go for higher studies have also gotten into good colleges. That doesn't mean things are guaranteed. You'll need to work hard no matter what branch you take to achieve your goal. Facility wise, NITT is very good.

It is very subjective since if you are targeting placements then obviously most of the companies coming to NITT for CS will open for ECE too and no of companies coming to Trichy will be more as compared to Jaipur. But if you want to learn coding as such and thing only CS branch would help you in that then go for CSE.
