Yes many students get internships before their final year especially from the second and third year. The university also shares opportunities but students need to work on their skills and apply actively. If you're consistent it's definitely possible to gain experience before placements start. 

I don't know much about GCET, but I'm doing B.Tech CSE at Galgotias University. From my experience, GU has many labs, practical courses, and Centres of Excellence where students can get hands-on learning. The university also focuses a lot on workshops, clubs, and extracurricular activities.
