Every place where you get good education is good!
Coming to your query, some good colleges/universities in all three places mentioned are:
    Delhi:
    SRCC
    Ramjas
    LSR
    Faculty of Commerce, DU
    Chandigarh
    GGDSD College
    DAV College
    Punjab:
Lovely Professional University. While all the above mentioned institutions are best of the lot, I would recommend you to go for Either SRCC/LSR or LPU. LPU also has a solid track record of placement of students in companies like Amazon, Trident Group, Royal Bank of Scotland, Concentrix, Wipro, Kotak Mahindra Bank, Decathlon Sports, Bajaj Allianz, Karvy Stock Broking etc. There are various scholarships on offer as of now

After B.Com one can pursue a career in courses like Masters of Commerce followed by a Ph.D. in a particular subject or Master of Business Administration, Certified Public Accountant, actuarial Science, certified accounts course, banking sector, Chartered Financial Analyst, or Financial Risk Manager. Most students make the mistake of thinking about B.Com only when pursuing it. It would be best if you thought further.
