Which is the best college for me to pursue B.Tech? I have got 70% marks in 12th (non-medical).

Give JEE Mains then see what rank you get. If you qualify give JEE advance if you don't get a decent rank in JEE Advanced but get decent rank in JEE Mains. Try taking admission in NIT / CFTIS / government aided colleges of states which accept JEE Mains score.
Best NITs: NIT, Warangal and NIT, Delhi
Best IIT: IIT Bombay, IIT Delhi and IIT, Kharagpur
Best CFTIS: BIT Mesra and IIEST Shibpur
Best state government aided colleges- DTU, NSIT and ICT, Mumbai
If you don't get a decent rank in JEE Mains then either give a year drop or take admission in private engineering colleges through JEE Mains (counselling in www.csab.nic.in for SFTIS). -
Apply for JEE, then you can get admissions in NITs and IITs.
