IIMs should always be the first choice. it's only if you are unable to get thru them....join any other institute.
also, when I say IIM I am still focused on the older ones like ahmedabad, Kolkata, Bangalore, Indore and kozikode.

Best institutes for PGDM are IIMs Ahmedabad, Bangalore and calcutta, Lucknow, Indore) , MDI, XLRI and, IIFT. However there many tier 2 management colleges who offer excellent PGDM .
