There are very few colleges which offer M.Tech in database, data Science, etc. Thankfully so far Indian universities have not started awarding degrees on Data Science. There are many good institutes that award master degrees covering the stuff you would study in Data Science. It's all about Mathematics, Statistics, Pattern Recognition, Machine Learning, Optimization and then a set of problem-specific areas like Computer Vision, Robotics, Natural Language Processing etc. All good institutes provide courses on these areas. IIT Bombay has several groups exploring the problems like CV, NLP and ML. IIT Kharagpur has some of the top researchers in these areas. IIIT Hyderabad has dedicated labs for Vision, Robotics, NLP, Speech and Data Mining. You would often find Bachelor or Masters level students working on big projects related to what is called 'Data Science'. Other IITs are equally good. I recently became aware about cool work going on at IIIT Delhi and IIIT Bhubaneswar. Several older NITs also have decent research papers - so I believe these are doing well - but most of them are PhDs. You may have to find out the status of Masters students.
