For B.Com, universities like BHU, Allahabad, DU would be good option for you. But, you have to give entrance somewhere and somewhere your 12 score will decide merit list. Hello, If you want to do B.Com, then search for colleges in your city which takes admission in 65-70%. Good luck.

I would like to suggest that if you want to do B.Com then do it from your city only, don't try to go in another city for doing B.Com.
