Which is the best college to pursue M.Tech in Mechatronics from abroad? What is the procedure for the same?

Hi
Mechatronics is best at either Germany or USA. For germany you require 80% above and in USA you require SAT at undergrad level and GRE at master's level. Both the countries will also require TOEFL/ IELTS. In Germany the education is almost free wheras in USA you will require 30-40k $ per year depending on which university you get.
