    Your decision would depend a lot on your long term plans. If you intend to work overseas post your qualification, then I would suggest you should prefer Canada .The advantage here is that the said country is eager to providing PR to the students. Their student visa policy is flexible post completion of the course. Quality of education on the M.Sc./MBA side would be best in USA/UK. However, getting to work there post completion of the course is a key challenge as these countries are not very open to providing PR options to overseas students.
    If you intend to do pursue research post M.Sc. then USA/Canada are good options.
