Which is the best country and college to pursue aeronautics with low fee structure? Which course can I choose in aeronautics?

What course should I choose to get into NASA or ISRO? Can I go with design of aircraft or should I learn CADD? I am pursuing mechanical 3rd year.

If it is the matter of low fees and living costs, Germany has an ideal cost and it is also the best destination for any type of engineering concerned with the Mechanical field. Regarding specialisation, please check and select whatever is available and suits your profile or liking.
