The USA is undoubtedly the best. But expensive and competitive. UK is the best. It saves one year of your life. It costs less than other country. you can earn your fees back by doing 20 hrs part time per week.

Dear Bhawmik, some of the very popular countries for MBA are USA, Canada, Australia, Singapore, France and UK. You must narrow down your choice or select the best country basis your budget, admission requirements of the universities, location, language barrier, climatic conditions and so on.
