    I won't suggest specific country, but Germany and France are good for it. Germany also offers scholarship programs if you need.

    The best country to pursue B.Tech in civil engineering is Germany and USA, as they have some reputed engineering colleges and you will have several financial aid programme like scholarship, work and earn in campus, student loan etc.
