Which is the best country to pursue Phd in computer science (Information Technology )?
I want to do PhD in Computer Science (Information Technology). I have an opportunity from Russian universities (National Research Tomsk State University) and Japan university (Hiroshima University) . I am confused which country is good? and which collage is good can please help me out.guys.?plz
