If you are looking for very low fee/ free excellent education, you can evaluate studying in Germany. Basic German language proficiency will help. Lots of German universities conduct courses in English for International students.

If you are looking for relatively cheaper options, you can explore Canada / Germany / New Zealand. Though, you need to keep your future plans and career opportunities in the country you plan for.
