Which is the best country with low fee structure to pursue Master's degree or Diploma?

I scored 65% in B.Sc (non-med). I completed my B.Sc in 2006. I worked as a teacher from 2006 to 2010. Currently, I am working in SBI as a customer assistant. I completed JAIIB (6 month Diploma) from IIBF in 2015.
