There is no such best exam, it depends on which country you want to go for studies and which university. PTE is less accepted exam in foreign universities. If you are planning to go Canada or Australia go for IELTS. PTE is accepted in some colleges of UK, Australia, USA, Canada, New Zealand.

Both are English Language tests, there is no such thing as better. However, check the entry requirements of the university to see which one you need to apply for.

Hi Syed, there can be no answer as to which one is best since both are accepted by the universities abroad. If you ask about popularity, obviously IELTS is more popular among both of them.
