Which is the best institute which offers coaching for IAS exams?

hi, i am a B.com(hons) graduate (07-10)and i wish to appear for ias exams . Am i eligible to give may 11 attempt ,and can you please guide me as how to prepare for the same and which institute is better for providing guidance and proper knowledge ?and what is the new examination pattern ??Thanks !
