As it is a government institute, you will find much less fees to be paid with great facilities, e.g. hostel, campus, library etc., compared to other private institutes. In terms of academics, all the facilities are available, industry experienced faculty, cooperative working staff.

Best MBA college in terms of ROI is RIIM Pune according to me. Their course fee for MBA is 6 Lac and for PGDM its 6.5 lac.
