Which is the best option among DTU and COEP for electrical engineering?

If college fee is not a big issue for you then I think DTU would be the best option if you are looking for electrical engineering. Being in the capital of India you will get more exposure in DTU and more opportunities will be on your way.
And if you are from a low financial background then go for COEP.
Both the colleges are good.
There is a little difference between them but rest depends on you. -

However, it's tough to compare between these colleges as both are top most colleges of India. However, if you want me to choose one out of it then I will go with DTU.
