Which is the best option among metallurgy from NIT-Raipur, CSE from IIIT-Una and CSE from SIELT or JKIAMT?

Ive got 10129 OBC rank in JEE Mains and have no interest in metallurgy. I am interested in CSE but have no knowledge of computers. I want to go for CSE or ECE. Also, I belong to a financially poor family because of which Ill have to take an education loan.
