Which is the best option among UGC and AICTE for Diploma in civil engineering? Are they both deemed valid for government exams?

UGC (University grants commission ) and AICTE give recognition to different set of institutions. UGC is specifically for universities and AICTE is for colleges. Both the bodies are deemed valid for government exams. Instead of UGC/AICTE opt for a good college/university.
