I will suggest you to opt for SPA Delhi as it is better than SPA Bhopal in terms of placement, infra and faculty. -
Of course SPA Delhi is the best. It was a very old and good reputed college of architecture in India, but SPA Bhopal is good, but not best at comparison SPA Delhi.

Both are good options but in my opinion School of Planning and Architecture, Delhi (SPA, Delhi) is better than Bhopal. It depends upon the convenience of where you live and how far you can go. The isn't very much comparison between both. Secondly, if you are close to Punjab and Chandigarh you can try other universities also such as Chandigarh University. They have very good architecture programs and placement option. Plus they have scholarship option also.
