Which is the best university in India for Phd in electric and telecommunication?

Want to do doctorate in Elect.& Tele. Currently doing M.S. from Maryland univ. Any opportunity to do in India ? If not where else?

    He can directly apply to Institutes like IITs or IISc , Along with his research proposal . IISc has its own entrance examination for Phd which is held in April . IIT Bombay accepts application round the year he can apply directly here and he should first write to the concerned professors of the Concerned department along with his research proposal .
