    GIBS I good, but if the state is not any barrier then you can go to Chandigarh University.     If I got to choose between these two I would go for Chandigarh university, because, it's one of the famous private colleges filled with extracurricular activities and studying the course with on-campus practical experiences. And it is the youngest NAAC+ university. And it's good collaborations and tied up with the 30+ international colleges worldwide.

    GIBS is better. Yet, I would recommend you to join the best, i.e. Chandigarh University.
