Which is the better college for me? I have scored 60 marks in JEE main and 61% in class 12th from Bihar board. I belong to general category.

You should think about going to some good private college. Based upon your marks a government college seems a bit out of reach. If you have given the entrance exams of the private colleges you can get admission based upon your rank in them. If you wish to go for engineering then try going for srm, manipal or some other private college. -
