XAT is difficult than IBSAT. Decision making, Verbal, RC of XAT is bit tough. Maths is moderate.

Both the exams are pretty much same in terms of difficulty level. So, it depends on which exam's pattern you are more comfortable with. So, none of them is more difficult than other in absolute terms.

XAT is for admission to XLRI (Xavier's Labour Reform Institute and IBSAT is for Indian School of Business. Both are among the top ones but XLRI is much better and top-most as compared to IBS.
