Which not so expensive institutes offer the best exposure by admitting students from other backgrounds too?

I'm currently a final year electronics engineering student. I want to pursue Masters abroad in media studies/media management. I heard it is difficult to get admission. So, I want to pursue a Diploma or certificate course in mass communications. Will that be suffice?
