ip university doesn't has many engineering colleges affiliated to it ,it may become difficult for you to take admission under the university , being branch ,college specific, if u wd like to know list of other universities where u can join then feel free to mail me on yashnalco@gmail.com

In General category you have to score within 8000 rank then there is chances for Delhi Students and you are from out side Delhi so there is no chance.
