In my opinion, you should opt EE from IIT-Roorkee, because IIT Roorkee provides good quality of EE faculty members, good course curriculum, good infrastructure and good placements.

Hi, I will recommend you to go with CSE from IIT Mandi, but in that case only if you have a keen interest in computer science and engineering. Placement wise it's very good also you will get very good exposure. IIT Mandi has very good semester exchange program too, you have a very good option there

It would be tough to get IIT-Roorkee (electronics) on the basis of this rank but if you are lucky enough then, that's the best option for you.
