Electrical in ISM, Dhanbad is more better option. ISM, Dhanbad can give you more exposure to industry and also chances of good placement. Also you can learn many things in this college. You can't compare infrastructure of IIT with NIT. So go with IIT. If you are interested in CSE then go to NIT, Kurukshetra. But my opinion will be to join ISM, Dhanbad.

I cannot comment about the other courses that you have mentioned but I can give my inputs on EEE NITK (Surathkal).
The department has experienced professors in core electrical domain. But for the electronics part in the title of 'Electrical and Electronics', justice is not met. There are not many courses for electronics apart from Analog and Digital Electronics. DSA (Data Structures and Algorithms) is not offered by EEE department. Other courses are Signal Processing and Digital System Design, etc.

I will advice you to sort out your intrest field first. If you are getting a chance to get admission in IIT go for it.
