I cannot comment about the other courses that you have mentioned but I can give my inputs on EEE NITK (Surathkal). The department has experienced professors in core electrical domain. Electrical in ISM, Dhanbad is more better option. ISM, Dhanbad can give you more exposure to industry and also chances of good placement. Also you can learn many things in this college. You can't compare infrastructure of IIT with NIT. So go with IIT. If you are interested in CSE then go to NIT, Kur

I will advice you to sort out your intrest field first. If you are getting a chance to get admission in IIT go for it.
