It is recommended that you do B.Tech in India but MS abroad. IIT Powai is the option for doing B.Tech Aeronautical or Aerospace Engineering. You can also evaluate PEC University Chandigarh and IIST. It is the second best institute after IIT Bombay for aeronautical engineering with excellent faculty and reputation.
