CA is tougher than CMA in terms of syllabus content. But the number of CA pass-outs always remains better than the number of CMA pass-outs. CMA is much more oriented towards cost and accountancy whereas in CA, you study certain other subjects as well.

Nothing is tough if our determination is strong. As CA covers vast topics it takes quite more time for revision and practice which makes it seems tougher whereas CMA focuses on cost and management it has less syllabus than CA.

There is no one answer to this, but one thing is sure that both the exams are difficult to crack. The syllabus of both is 80% the same, CA having more coverage in subjects like accounts whereas CMA having more coverage in subjects like law.
