Which one provides better placements for B.Tech CSE: IIT, Ropar or DTU?

IIT, Ropar CSE is much better than DTU. The following are some reasons:- First of all, IIT Hyderabad, Indore and Ropar are the top IITs among the IITs established in 2008. Also, as per the NIRF rankings of 2016 and 2017, IIT Ropar has been ranked as the 3rd best IIT of 2008. The following are the NIRF rankings of new IITs according to 2017- IIT Indore 24th, IIT Hyderabad 26th, IIT Ropar 32nd, IIT Mandi 37th, IIT ISM 53rd, IIT Bhubaneswar 66th, IIT BHU 70th, IIT Gandhinagar 78th, IIT Patna 83rd. Link -MHRD, National Institute Ranking Framework (NIRF). Also, these 2008 IITs have almost completed a decade and it will be unfair to call them a new IIT. They have established themselves in the past 9 years and are still growing at a very fast rate. Almost all of them (including IIT Ropar) have started shifting to their permanent campus. As far as the facilities are concerned, IIT Ropar is sufficiently equipped with all the necessary facilities and laboratories that are required. IIT Ropar will no doubt be a better option than DTU. Placements:- The CSE department of IIT Ropar has recorded a placement of more than 90% since the last 45 years with an average package of around 16-17 LPA. The overall average package (considering all the departments) offered at IIT Ropar was 12.5 LPA in 201516 and 11.5 LPA in 201617 which is much higher than the average package of DTU. Some of the past recruiters of IIT Ropar for CSE department were - Google, Microsoft, Amazon, Facebook, HCL, Intel, Dell, Direct I, eBay, Infosys, Cisco, De Shaw, ITC Infotech, PayPal, Paytm, Samsung, Flipkart, Snapdeal, Myntra, R networks, Zomato, Saavn, Oracle, Cognizant, BookMyShow and many more.

See, for CSE branch, IIT-Ropar is better than the DTU as the faculty of the IIT is much more qualified than the faculty of DTU, in IITs faculty are double Ph.D and also they can offer you a letter of recommendation that you will be needed if you want to do your Master's degree abroad.
