Which one to choose: MNIT, Jaipur for civil or NIT, Jalandhar for CSE? My main aim is to prepare for IAS during job?

You can do it during your college and you can go for CS. Allahabad is the best option for you as per your career point of view. Best of luck.

You will not get time to prepare for IAS while doing job, you have to make a choice between both the jobs.
