After 12th the allowed and possible option for anyone is graduation. If you have any plans and determination to join civil services, start graduation and your preparation for civils. Most probably, an MBA works in private sector and civil services is a government job. It depends totally on your interest. Both are different. Choose your graduation carefully.

First of all you should focus on your Bachelor's degree. If you have your interest in civil service then select your subjects according to that and start preparing. If you have interest in MBA then start preparing for CAT along with your Bachelor's degree course. I hope this helps.
