Which type of university is acknowledged throughout India & best for studying? Central Universities, State Universities,Deemed universities?

There are rumors that degrees from a state university of my city is not valued anywhere in India, and also, it would be difficult to gain admission in Master's course outside my state if I do my UG from that university. The university is Pandit Ravishankar Shukla University.
