Which universities provide u.g in automobile engineering in U.S.A? What is the criteria for selection? Please help

I am a student of class 12th who want to apply for u.g in automobile engineering in best university amongst the world. Should i apply for U.S.A or for Germany or for any other country? What is the criteria for selection and what are the deadlines? Regards Sudhanshu
