I would suggest CU must be chosen over Chitkara as It is also a NAAC A+ Grade university in north area. As per my experience, it facilitates quality education to us. CU facilitates Internships and semester exchange programs to students. -
Chandigarh University is known to be best for B.Sc. In Biotechnology. Because it is NAAC A+ accredited university, which provides you globally recognised degree. And Biotechnology is branch of Science in which theoretical as well as practical approach is required. -

Definitely CU is the best option, it is accredited as A+ by NAAC, only few prestigious universities have this grade by NAAC, which in itself speaks for quality of CU. CHitkara University Rajpura is not even NAAC accredited, while Baddi campus has only B grade by NAAC. CU is best for BE Biotechnology engineering course. -
