For B.Sc. CS among both the Universities CU (Chandigarh University) is the best University in terms of placements, internship programs, faculty, labs & facilities or can say infrastructure, curriculum and all. Even CU is the NAAC A+ Accredited University, which is a great opportunity for a university to stand out like this in just 8 years. Moreover, CU provides the practical knowledge than the theoretical one, which is the requirement of every course. So it's better to continue your course from CU only for better future.

Chandigarh University, Gharuan UIC branch, I can say that the UIC department is one of the best branches of CU for computing studies in the entire northern region. Both BCA and B.Sc. Computer Science are the part of department UIC only which stands for, university institute of computing. The infrastructure of the UIC department is great, with some specialised labs like Redhat lab, Microsoft Azur lab, Android developing and many more.
