Kindly provide a clear scenario that which stream you want. But talking in general, faculty, workshops, sports, course, exposure, opportunities, internships, placement and infrastructure. Everything is good in Chitkara University.

They both are very different universities as IGNOU is distance learning and Chitkara is regular. It will be better to compare two colleges with the same mode of education. Also it depends on the course that you wish to pursue.
