Yes, category ranks is considered.

If your air is around 70k and your category rank is around 6000 (for OBC), there is no chance. You will get an NIT with this air, but with the category rank, you'll get the seat.

Yes, it is, if you get a seat through the category rank but if you get a seat in general rank then they will not consider the same.
