Who can issue diploma in India?
My question is very simple. In Chandigarh there are many institutes those who claim to offer diploma in basic computer course of different duration like 6 month diploma in computers and 1 year diploma in accounts and finace. Are they authorized to issue diploma legally and does this carry any value?
