Who is more powerful in every aspect IAS or POLITICIAN or RICH MAN ?

IAS is having more power, But if they are allowed to use by leaders and Rich man.

Depends on circumstances,but constitution has provided more power for to people's representative. IAS works under politician.rich man is nothing before them but sometime they can twist both of them for personal gain.

Everybody have their own power , and use their power according to that, all are related to others

Any of the individuals you have listed can be more powerful if he/she utilizes the available resources with intelligence, tact & courage utilizing his/her knowledge by best combining it with the knowledge of others and at the right TIME ALWAYS.
