Who will issue Transfer Certificate (TC) to re-appear for class 10th?

I belong to Haryana Board and my previous school is not issuing a transfer certificate.

    Dear Simran,
    Only school has the authority to issue transfer certificate. So, you will have to talk to school authorities about it.
