Why are there IITs available through JEE Mains without an Advanced rank?

IITs accept only admission based on JEE Advanced Score. I think you're confused between IITs and IIITs. IIITs take admission if you get good rank in JEE Mains where they do not care about JEE Advanced. IITs are different from IIITs.

Hi Hanish, Please notice that, IIT admissions are based on JEE Advanced results, but not JEE Mains. With JEE Main results, admissions are taken for NIT's.

There is no admission to IIT without JEE advance rank. You can get admission in NIT or in IIIT only on the basis of JEE Mains mark or rank. JEE Mains is just the qualification exam for JEE advance.
