Why aren't there good arts and humanities colleges in India, while there is a very large number of engineering colleges?

India has a rich legacy of excellent education in the field of Arts and Humanities. Some of the Indian legacy universities such as Delhi, Lucknow, Calcutta, Allahabad, etc. has produced excellent Arts and Humanities professionals who are part of Indian elite Administrative Services, Judiciary and Political system. However, since early 90s, in post liberalization era with ease to do business, India took multi-fold leap in the field of industrial growth. This led to generation of demand of engineers.
