Why do IIMs charge high fees even though it is a government institution?

Although IIMs are government institute, most IIMs are self reliant and do no depend on government for funding. Hence to attract quality professors they need to charge higher fee. This line is wrong. I know many students who don't even apply for IIM because of high fee.

It has more costs for what is offers in terms of the best available resources.....Had it been dependant on government funds only then it would have possibly met the same fate as other govt. organisations.
