Why has the NTA not provided the declaration form in lieu of the General-EWS certificate Annexure IB?

Can I use it from info bulleting of 2022?

    The National Testing Agency (NTA) does provide a declaration form in lieu of the General-EWS certificate Annexure IB: 
     
    • Declaration by the Candidate in Lieu of GEN-EWS Certificate
      This is a signed declaration form that candidates can upload online in lieu of a General-EWS certificate. 
       
    • NTA Self Declaration Form
      This form is used for the Common University Entrance Test (CUET) and asks candidates to state their current health condition and any concerns about exposure to contagious diseases.
