Why IITs and NITs do not have seats for Diploma students?

For admission in NIT, candidate must appear for JEE Mains. Unless you appear for the entrance exam you won't get admission in National Institute of Technology. It's because Diploma does not have much value when compared to a degree course. These top-most institutions only offer required and important courses as reputed MNCs visit these institutes for placements.
